Critical policy capacity factors in the implementation of the community health worker program in India

Abstract This paper employs the policy capacity framework to develop a multidimensional and nested analysis that is able examine how different types of capacity—analytical, organizational, political from related levels health system—have contributed both success failure during implementation politically significant national community worker (CHW) program in India. Directed toward rural urban marginalized populations India, this CHW has become world’s largest program. Launched 2006, it targeted communitization, strengthening primary health-care system, universal coverage, ultimately receiving an international award 2022.
